Council Action Items

4.I.

Joint Powers Board Structure and Funding Terms Determination, Rec Center

Items for Consideration:
1. That the City of Douglas, Converse County Commissioners, and Converse County School District #1 develop a new joint Memorandum of Understanding of the operation and maintenance of a new Recreation Center in Douglas; and

2. That the preferred organization of the new Recreation Center Joint Powers Board be a 7-member board and have a various composition of seats, which will determine the level of compensation to make up the annual shortfall based on the operations model; and

3. That the term of the Joint Powers Board funding model be for the length of the bond issue with the agreement ending on that fiscal year, and that review of the funding model occur every third full fiscal year.
