Mayor Rene’ Kemper was born and raised in Cheyenne, Wyoming. She graduated from Cheyenne Central High School in 1981, and went on to the University of Wyoming and graduated in 1987 with a degree in Secondary English Education. Rene' continued her education and received her Master’s Degree in Organizational Management from the University of Phoenix in 2004.
Rene’ moved to Douglas in 1990 and began working for the Converse County Child Placing Agency as a tutor and Regional Services Coordinator. In 1992, Rene’ became the Executive Director and the agency’s name was changed to Youth Development Services. In the past, Rene’ has worked at a Montessori School, as a riding instructor, at an architectural firm, and as a part-time English instructor at Eastern Wyoming College.
Rene’ has been a Rotarian since 1997; has served on the Community Service Block Grant Board; and on the Governor’s State Advisory Council on Juvenile Justice from 2008 to 2016. She has served as the President of the Wyoming Youth Services Association three times and is currently the Vice Chair of the Converse County Justice Center Board and Secretary/Treasurer of the Joint Powers Board for E-911 and Fire Suppression Authority oversight. Rene’ has been consistently actively involved in service to her community even before her seat on City Council and now as the Mayor. She has been a member of the Converse County Search and Rescue, a board member of the Douglas Big Brothers/Big Sisters Program, Boys and Girls Club of Converse County, Pathfinder Alternatives, Jubilee House, and the Converse County Peace Officers Association.
Rene’ has one daughter named Dorina who is a graduate of Douglas High School and the University of Wyoming and is a professional photographer.
In 2016, Rene’ was elected to the Douglas City Council and had said “I’m ready to listen to the needs and goals of the people of Douglas. I will use my expertise to help us meet and achieve them as a community. I’m excited to be of service and to be part of a prosperous future.” Now, two years later, Rene' has been elected as the Mayor of our great small town, and the City of Douglas is thrilled continue working with Mayor Kemper!
